Feel Mati
Hon. Joel Mayo Z. Almario serves as the City Mayor of Mati, carrying forward a leadership anchored on the concept People’s Administration— a governance framework grounded in Unity, Transparency, and Inclusive Governance. 

 As the 4th City Mayor and 29th Local Chief Executive of Mati, he brings with him extensive experience in governance. His leadership is marked by a strong commitment to public service, institutional development, and sustainable progress for the city.

Notably, he is the only Mayor of Mati to have also served as a Congressman of the 2nd District of Davao Oriental, where he championed key legislative measures that contributed to the city’s growth and development. Among his most significant contributions is authoring Republic Act No. 9408, the landmark law that converted the Municipality of Mati into a component city—paving the way for expanded opportunities, improved services, and greater local autonomy.

Throughout his years in public service, Mayor Almario has remained steadfast in advancing policies and programs that uplift communities, strengthen governance systems, and promote inclusive development. Under his tenure, the city continues to pursue responsive programs and people-centered services that ensure no Matinian is left behind, bringing hence forth the MATI FOR ALL 10-POINT AGENDA.

  • Streamline and simplify public services by establishing faster, clearer, and more transparent systems of governance.
  • Strengthen partnerships with communities and barangays to reinforce the Moral Recovery Program.

Provide sustained support for education for all—from children to senior citizens.

  •     Strengthening early childhood education, including support for schools serving differently abled learners;
  •     Expanding scholarship programs for both formal and non-formal education;
  •     Giving out-of-school youth a second chance through accessible learning and development opportunities.
  • Generate more livelihood opportunities by developing and promoting the city’s tourism potential, while preserving and celebrating local heritage and culture.
  • Actively pursue the operation of Mati Airport to open the city to wider national and global access.
  • Develop essential infrastructure such as roads, water systems, climate-resilient facilities, and digital access—not only in the city center but across all barangays.
  • Implement policies that strengthen businesses, create more employment opportunities, and support sustainable livelihoods—recognizing these as key drivers of progress.
  • Prioritize quality and accessible healthcare services—from barangay health stations to emergency response systems.
  •  Address threats to public safety such as illegal drugs, criminality, and social unrest.
  • Uphold peace as the foundation of sustainable development and security for all.
  • Protect natural resources—from seas and forests to mountains.
  • Develop the city into a “garden city” that ensures a sustainable environment for future generations.
  •  Promote consultative and participatory governance to ensure inclusive services for all sectors—including the LGBTQ community, farmers, fisherfolk, youth, transport groups, vendors, and other key stakeholders.
  • Foster an administration that serves without division—where every individual is recognized, respected, and valued as a pillar of the city’s success.
